Joan Clos is Executive Director of the United Nations Human Settlements Programme (UN-Habitat) and Secretary-General of the Habitat III Conference.

Habitat III is set to present a historical paradigm shift of urbanization as a tool for development. The Conference conveys a clear message that the pattern of urbanization needs to change in order to better respond to the challenges of our time and to address issues such as inequality, climate change, informality, insecurity and the unsustainable forms of urban expansion.

Cities contribute up to 70 per cent of the world’s total greenhouse gas (GHG) emissions, and over 75 per cent of total global energy generated is consumed in cities. Urban residents are already exposed to the negative effects of climate change and many of the most vulnerable populations reside in cities.
